Design and build of an economic replication model of telecommunications networks in the Netherlands

ACM wants to contract a tenderer to build an economic replication model of telecommunication networks in the Netherlands, which can be used to assess the economic replicability when a request for access arises. This model needs to give insight in the question to which extend an access seeker could replicate (parts of) a network.
